    The recent trend is the increasing role of the card platform solutions in the cash-displacement process. PayVas has packaged solutions to leverage on the success stories in various fields such as Government subsidies and ‘social benefits’ disbursement, Pensions and Retirement programs (with ‘Proof-of-Life’ components), Transportation Fee Collection, Distribution and Retail Home Delivery, Healthcare and many others.

    Benefits Disbursement Solutions

    Traditionally, Governments have implemented various manual and cash-based programs to support base commodities to alleviate the burden for families with small or no income. These include base commodities such as rice, flour, sugar, cooking gas and petrol/fuel; health and transportation subsidies as well as direct cash support.

    These subsidies are generally costly (massive volumes at stake), inequitable and, by and large, inefficient. In many cases only a portion of the subsidies trickle down to the right people.

    The Prepaid platform has proven to be capable of supporting these programs to cater for the complexity of the various processes and the needs of various stakeholders. The same budgets can now be focused to address the needs of the less privileged as opposed to the whole population, thus achieving more for the same budgets or less.

    Some countries have already successfully used smart cards and the Prepaid platform to channel subsidies such as relating to base commodities, health and transportation straight to the populations in need.

    Government subsidies programs are dispensed in various ways, sometimes in inefficient and costly manner. Two ways have been predominantly used: cash and blanket discounts.

    • In the case of blanket discounts, base commodities are put in the market at discounted prices allowing large populations who are not eligible benefit from those programs in the same way as the needy.
    • Cash handouts come with their lot of issues including embezzlement and misuse, with a fair portion of the money not reaching the right people.

    As time goes on, it becomes clear that these subsidy programs will inflate in a way Government budgets cannot bear.
